not quite sure how this would work but civs in real life have had cultural golden ages e.g. weimar germany was the best culture theyve possibly ever had but they were by no means a leading world power.
maybe when a cultural building is made there is a possibility of a golden age? or maybe cultural great leaders (can only rush cultural buildings?) can sometimes occur when you build a cultural building (1-0.25% or something)
any ideas?
