I was playing with Babilonians and I got 80000 cultural points in my empire but I didn't win. Then I waited for city of Babilon to get 20000 cultural points but I didn't win. Can someone tell me what's the problem (before the game I left all way's of win on)?

your opponents must have only the half of your culture or less if they are higher than you dont win.build more culture

I believe that victory condition was switched in one of the patches to 100, 000 instead of 80, 000.
And if you don't want to wait another 20-30 turns to go from 80 to 100, wiping someone else's capitol off the map will often be enough to put them below half and end the game, you just have to pick the right person to do it to.
