In the uploaded save game, I got notified: "Your culture has become dominant over all but one foreign civilization."
But the Cultural Victory Screen says I have 240 out of the 366 I need. Which would imply that I'm NOT culturally dominant over the next 4 civs. BUT the wording of cultural victory says "more visiting tourists ... than the other civilization has Domestic Tourists at home."
Are some of the Domestic Tourists listed for other civilizations NOT all at home?
The description of Domestic Tourists says "vacationing within your borders."
The description of Visiting Tourists says they can come from Domestic Tourists of other civs.
It all doesn't add up for me. Alas, I cannot check further with this game, because I just finished Statue of Liberty, and so will get notified of a Diplomatic Victory next turn.
