Culture Expansion Question

I am loving the new culture victory and tourism feature, but I am running into a problem in my first few BNW games:
My nearest neighbor is impeding my development to the point where I can't even build 4 decent cities (Tradition). I don't want to invade them either because the rest of the civs will become guarded and I will not be able to get the open borders tourism bonus easily. I have been using France and going for Great Library->Parthenon-> Hanging Gardens, which leaves little time for quick expansion. My question is should I cut one of these wonders loose in order to expand quicker?
 
For any other civ I'd say yes, but France's bonus is from theming in Paris, so having one city with three wonders may be better than picking up a few ealier cities. I haven't played France yet though.
 
I'd say cut the Parthenon if you must, though you can always just build three cities, as I usually do. The Hanging Gardens is a much better investment in the long run, so I would say you should cut the Parthenon if necessary, though the HG would be harder to get, since it strays away from the Writing path, which has the Great Library and leads to the Parthenon. Getting the Great library would let you get Drama and Poetry for free, letting you get the Writing Guild up and running quick, so it depends on you priorities, larger pop, or more tourism faster.
