If you mean the culture rating of a building, it doubles once the building is 1000 years old. This also goes for wonders.
Thus, if you're going for a cultural victory, it's always good to get as many cultural buildings as possible before 750 AD, to take advantage from the doubled culture rating in the last 200 turns of the game.
