1. The ability to create treasure fleets should unlock at Cartography with the penalty that they still take damage from rough oceans until Shipbuilding is unlocked.

2. Trading with a city that has a treasure resource produces treasure fleets with the penalty either being a reduction in generation speed or points given

3. (Optional) Make it so people trading for your treasure resources grants you points.

4. (Optional) Make it so certain techs/buildings, increase the rate at which certain resources produce treasurefleets. For example if you build a brickyard or maybe even just research the Machinery Master you increase the rate at which resources like Rubies, Gold or Silver produce treasure fleets. Gives the players ways to optimize the gameplay in ways pertaining to how they want to play the game and makes them reconsider what they build and what tech routes they go down.


My reasoning for these changes is that this is far more of a militaristic victory than an economic victory. While trading is a huge part of the legacies of Antiquity and Modern it has no use in the exploration age. Conquering distant territory for its resources and stealing enemy treasure fleets are the primary ways of gaining points, not very economic if I do say so. This also grants players more ways to play outside of playing as Songhai.

Alongside that it helps fix the issue many players face of never having enough time to get everything on line. While I like how you really need to invest in everything for this age's victory whether that be science to unlock the fleets, culture to increase your settlement limit and military to get optimal city spots by the time you have all of those online, unless you happened to spawn very close to a cluster of resources, there is rarely enough time for the fleets to spawn and make it back to your settlements.

I would say to add a
Treasure Fleet Endeavor

-you can only offer it to Distant Land* Civs

-Not Rejecting means their Settlements in Distant Lands* will generate Treasure Fleets for you (possibly limited to ones you have a trade route with)

-Them Accepting means they get massive gold (and influence?)

-Them Supporting means you start generating Treasure Fleets for them from your Homeland* settlements and you get the big bunch of gold (and influence?)


*all from your perspective


I do like the idea that Warehouses that give bonuses to Resources make the Treasure Fleet generate faster.
