The culture is Zulu. I am playing as Carthage and I captured the Zulu capital, which contained the wonder. I pillaged the elephants, but some time later I was unable to construct Impis and the wonder had completely disappeared when I checked. Apparently it required elephants in the city vicinity, but I suspected that it actually meant a connected elephant resource. As an experiment I went into WB and put back the improvement AND the wonder, but when I came out, it was like nothing had happened. I mean, the elephants had a camp but the wonder never showed. Is there something I'm missing?
