I've made a small scenario to test the modding in Civ4. It's Ghandi versus Napoleon on the smallest map-size. There are only too winning conditions enabled: Conquest and cultural victory. Napoleon's only city is the christian holy city, while Ghandi has hinduism's holy city. Ghandi has more advances already discovered, too.
To test the scripting/python thing in civ, i gave all of Napoleon's units combat I or if they had it already combat II. Ghandi's units get city garrison I automatically.
In this scenario it is neither possible to found any religion nor to research rocketry (how could this relate?
).
To use this mod, you have to extract the attached to your main civ-directory.
I've just tested the scenario three times and I made changes beetween all the tests, so I can not guaranty that this is balanced - I've, in fact, the feeling, that Napoleon is a bit harder to play. So give me your advice and...
