Custom difficulty (by era) mod?

I was thinking of making a mod to give access to more difficulty parameters (i.e, modifying “AI cheats” and setting them to different values in each era). Is anyone working on (or know of) something like this?

I’ve modified game files in the past, but never published/maintained a mod before.

I am not but I can give you some pointers maybe. The handicaps (bonuses) are handled through the Modifiers. So you could make a different update to the handicap scaling values for each age.
