Can you make custom wonders that animate and have different construction levels?

Custom Wonders are entirely possible even with custom 3D-Models, but no one have figured out how to make the buildup-Animation yet. you can do one construction stage, one completed stage, and pillaged stage. you can even add for example to the completed stage a animation, such as animated Water, but no one have done Build-Up Animation yet.
