Daft question about maps

I just started on C3C after playing vanilla, so am still trying to work through the nuances. On vanilla you can trade maps right after map making, but on C3C the map trade option hasn't come up. I played as the celts and got mullered by a load of knights, and noticed just before that my map trade thing finally appeared so it must have been at some point in the middle ages. Is this a bug or have they changed something?

It's been put back in C3C to navigation, I think

Map trading has indeed been moved to Navigation in C3C
On a side note, communications trading was moved to Printing Press.
