Hey, I'm a massive nerd for Daleks so I thought it'd be fun if I could play as them in Civ V. I'm not a huge fan of the current Dalek mods available, so I think I might try creating my own!

So far, I'm planning on bonuses and changes that go a bit further than the usual Civ V mod, and the mod probably won't end up being very balanced. But I thought I'd start by sharing my ideas and seeing if people think that certain things are impossible to do, or have better suggestions, or whatever.

The playstyle I imagine is being pretty fragile and unspecial in the early game, bunkering up and fortifying in the mid game, and going all-out aggression in the late game. The lack of any units better than combat strength 100 would give a sufficiently advanced civilization a chance to fight them off with XCOMs, modern armor and giant death robots.

You were born on the planet Skaro into the Thousand Year War that had reduced both sides to using primitive technologies, bows and arrows used alongside nerve gas and landmines. Kaleds and Thals alike fighting, mutating and dying in the nuclear fallout of Skaro’s surface.

Your grim determination helped you to climb the ranks of the Kaled Scientific Elite, and you put your mind to the task of creating a means for the mutated Kaleds to survive, using genetic conditioning and cybernetic enhancements. But you quickly realised the full potential of this mutation, and the great purpose it could accomplish. Artificially accelerating and guiding the mutation of your own people into unfeeling xenophobes, with a zealous commitment to racial purity and the extermination of all other life forms, you completed your masterpiece, and the Dalek race was born from the ashes of Skaro. Their eternal war blazed an unmatched trail of destruction through the stars, eventually pitting them against the most powerful races in all existence, with the fate of the universe at stake.

Davros! Your people are at their most desperate hour. Can you guide the Kaleds to survive long enough to fulfil your true purpose? Will your Daleks conquer, or control from the shadows? Can you build a civilization that will stand the test of time and space?

Trait - Born to Hate

Cannot generate great writers, artists, or musicians. 20% resistance to cultural influence. -75% population loss on nuclear attack.

Cannot build Gatling guns, Machine guns, Great war infantry, Landships, Bazookas, Marines, Paratroopers, Helicopter gunships, Mechanised infantry, XCOM Squads, Modern armor, or the Giant death robot.

Unique building - Dalek Emperor
Only one can exist at a time. Generates +2 science per every dalek unit in dalek territory. The Dalek Emperor is destroyed if its city is captured, providing a tech boost to the enemy nation, but it can be rebuilt in any Dalek city.

Unique unit - Daleks
Melee unit. Replaces many mid to late game units. Upgradable to next version. Starts with very limited mobility but very high combat strength, but gradually improves to an excellent all-purpose unit. Does not take damage from nuclear fallout.

Genesis Dalek: Combat strength 40. Replaces Musketman in Renaissance era. Can only occupy city tile and road tiles.

Skaro Dalek
: Combat strength 50. Replaces Rifleman in Industrial era. Can only move within Dalek territory. Cannot move through rough terrain that doesn’t have a road.

Imperial Dalek: Combat strength 75. Replaces Infantry in Modern era. Normal movement.

Time War Dalek
: Combat strength 100. Replaces Tank in Atomic era. Has no movement cost in rough terrain. Can also move over water without embarking.

Paradigm Dalek
: Replaces great engineers, scientists, and merchants. Purely aesthetic change.
 
I have no plans to. Kaleds all look like humans, so the default civ5 units will do fine. And the Thousand Year War went on for so long that many soldiers had to use primitive weapons, like arrows and swords, so ancient era units won't be too out of place, I think. And as you start making skaro daleks, other human units become unavailable, reflecting the extermination of the kaleds and the growth of the daleks.

City names will be planets the daleks have been known to conquer. The capital will be Skaro.
