Dam + Great Bath bug

I played a little bit of civ this couple of days and somehow my city gets damaged by flood, even though I have the Great Bath and a dam.
I thought it is a glitch but didn't give too much attention.
Now I'm playing my second game, made the Great, got flooded and mitigated a few times (great it works)
Later after I made a dam for no other purpose than amenities and housing guess what, damaged tiles.
So after happening twice and in the same way I can confirm that if you build the Great Bath and a Dam in the same city, nothing will be mitigated.
Maybe a scenario of double negation in the code.

It looks like you have two different rivers there. The GB would only mitigate on the river it's on. Do you have a save you could upload?
