Declaring war to Agares

I am playing Tebryn with the Sheaim (BTW the Duskbringer is an **outstanding** improvment to this civ). When I discovered Infernal Pact and created the Infernals, I made peace with Agares. Now I am in the late game, AC 60+, and I am still at peace with Agares.

The problem is that two of the horsemen use to set up in my cities, and to turn some of my units to barbarians, which I do not really appreciate :(
And as I am in peace with Agares, I cannot attack them.
I tried Ring of Flames and Maelstrom close to them, but none was efficient to declare war. And my shadows are not powerful enough to kill them, and my archmages or profanes cannot summon enough mistforms to help them.

So my question is, how can I declare war to Agares?

Exactly what I feared. Not sure my Meshabber or my profanes will really appreciate that. Not to talk of my cities that are quite happy with STW...

But I am a bit surprised. Indeed, I remember some games were I was AV and not in peace with Agares, but I may be wrong...

But anyway it is quite coherent lorewise.

What is less coherent is why would Agares horsemen convert AV units to Bhall? AV units should be immune to the rage spell. Other civs can try to destroy the horsemen. They are tough, but it can be done. But AV civs have no defence against that attack...
And in terms of gameplay, it is quite a shame. The fight with the horsemen is always a great moment of the game and the opportunity to use the powerful late game units.
Maybe the peace with Agares should be broken after the destruction of the infernals, or if AC reaches a certain value.... For instance at the arrival of Stephanos (AC 40 IIRC)
 
As far as peace is concerned: Only Sheaim gain peace simply for following AV. Infernal are always at peace (so long as they are summoned, rather than abusing a certain game option to start the game as them :p). Other civs must follow AV, and then construct a ritual which requires the sacrifice of the city it is built in.

To address your specific points: I agree that AV units (or rather, units belonging to a civ at peace with Agares!) should be immune to that spell. The Horsemen should also convert units to Agares.
 
I think a better solution would be to break peace with Agares. Sheaim following AV can have insanely powerful units in the late game and sending the Meshabber and Abashi against a civ is totally unbalanced. Only Drifa or Eurabatres could be interesting opponents, but I have never seen the AI build them.
So having to fight the horsemen would add some fun...
