Once in a war, razing cities has no effect on reputation.

That's correct. However, it does affect the _attitude_ of all other civs. They will move from polite through various levels to furious if you keep razing with abandon. They'll still trade with you, they'll just hate you. That can matter if you are trying for a diplomatic win.
