Why would you want to use up a worker to make an outpost. You could get the same results by fortify the worker. Then at some point the worker could be released to something else, once the landing is was dealt with by other means.

If you wanted fog busting and were worried about barbs, the an outpost could be useful.

I have never used outposts, I think they serve such a limited purpose, and that purpose can be done better and cheaper using other methods. If you really want to prevent any landings at all, wall your shores off with slaves or artillery units. I have never seen the AI land on an occupied tile. Ever.
