Browsing through the threads I couldn't find anything like this, so here it goes:
In a custom game, where Permanent Alliances was enabled, I as America had a Defensive Pack with Catherine of Russia. Germany and Arabia I believe had a Permanent Alliance, as their smaller individual scores were listed ahead of my larger score, and negotiations with either always listed them both together. However, there was no indicator in the Foreign Advisor screen that they had one. (Shouldn't there be one?).
At the conclusion of a turn, a message appeared that my Defensive Pack with Russia was ended immediately followed by another message that I had declared war on Germany, although I did not. Now I know that a Defensive Pack is cancelled upon an unprovoked declaration of war, but I did not explicity make one on Germany.
The Foreign Advisor screen no longer shows the blue line that was the Defensive pack between Russia and America, and is no longer listed in the "Review Ongoing Deals" screen, however bringing the mouse over Catherine's portrait the attitude list still shows a positive value for having a defensive pack.
In the following turn, a message appeared that Germany had declared war on Russia. So now Germany and Arabia were at war with America and Russia.
I'm thinking that it was perhaps the German declaration of war against Russia that, because of its Defensive Pack with America, triggered America's declaration of war against Germany, but because of some bug in the event queue it somehow placed America's declaration ahead of Germany's, which caused the Defensive pack between Russia and America to be canceled. Just a guess.
I'm uploading the saved game (I hope) as "Dave AD-2022P.Civ4SavedGame"
Review the screens; everyone is at peace. There is a defensive pack between Russia and America, and an (apparent) alliance between Germany and Arabia.
End the turn. The "Defensive Pack is cancelled" followed by America's "You have declared war on Germany" messages. Rolling over Catherine's portrait still shows a positive attitude because of the defensive pack, however.
During the next turn, "Germany declares war on Russia" message appears.
The question that it comes down to, is what triggered this sequence of events?
