Definition of an "international trade route"

The civpedia has nothing on this...

Is it just a city that's not yours of does it have to be on another continent too?
 
Well clearly it can't be a domestic trade route at least, but I'm also wondering if city states count or not. I tried looking it up in the Civilopedia but I didn't get any good answers from it (mostly for sake of that one economic policy card which gaves extra science and culture from specifically "international" trade routes)
 
International; between nations.

If city states aren't counted, I'd consider it a bug. (I'm pretty sure they are though)

Yeah but does independent city states actually qualify as nations though? Think that's the real question here. I mean from a historical perspective they should, but Civ VI has been pretty literal with some things in my experience (like when how it says melee it strictly refers to the unit class rather than a unit with a melee attack etc)
