Delay problems.

Hey there, I'm having some slowdown problems regarding some parts of the game. Whenever I try to speak to a leader or open up any of the F(x) (like religons, civics, etc) functions there is a delay from anywhere between 10 seconds to over a minute.
Has anyone experience this and/or know how to fix it?

I tried normal CIV IV and that works fine and I do not believe it's a performance problem as I play on the highest settings without lag besides the mentioned problem and setting everything to low has no effect either. Patch 3.19 has been installed to no avail and I tried re-installing BTS as well.

Specs.
Laptop running 32bit Vista
Core 2 Duo T9400 2.53Ghz
GeForce 9650M GT
4GB RAM.

try a newer graphics driver (if you have Vista 32bit its this one: http://www.nvidia.com/object/win7_winvista_32bit_190.38_whql.html).
