(delete please) City just won't grow?

Hey, im playing the earth18 scenario and my second city just won't grow again; it's stuck at size 4. I have 14 food (when 9 is required), my health is higher than my unhealth, and no anarchy or revolts. Is this a bug, or am i an idiot?

I'd like to add more info, but i have no idea why it isn't growing.

Sorry to bump this as it says delete please, but I just noticed this in two of my cities in my current game.

Is this not a bug, or has it just been reported elsewhere?
