To Hclass:
What I mean is, it shouldn't be the way to make the game producer easier by simply let the users do the job. For me and many other games in the market today, a game editor is supposed to be used to modify the feel of the game not to align it.
In other words adding some new units, shaping the map and so on are those things proper to be in there (If one like to create a new game) but adjusting the corruption level, make the canon hit harder and so on sounds more like corrections to the producer's mis-calculation.
Although I admit, that I am not satisfied with some (hardcoded) things either - especially not with the way in which armies are working -, your way of leaning back in your chair and complaining about the bad, bad developer who didn't foresee especially your requests for the perfect game gives me a strange feeling.
You expect the game to be tailor-made especially for what you expected. Since all of us do that for our own expectations as well, just calling it 'producer's miscalculation' is somewhat arrogant, as far as I see it.
Since I just won't repeat all the various proposals of how to make the game fit to your expectations, I would say if the game is that bad in your eyes, then just drop it in the waste basket and forget about it.
Otherwise, take the burden and load at least a completed mod (since you are not going to cook by yourself). But if you want that tasty food, don't blame KFC for not offering you a good Bami Goreng.
In fact, your way of argueing gives me the idea that you might be present in some German motorbike forums as well....

You might have different opinion from mine about how good there is game editor in Civ, but why so serious?

Please don't put words into my mouth:
The below are words from you not me
1) "... about the bad, bad developer ..."
2) "... expect the game to be tailor-made especially for what you expected"

I don't always praise Faraxis doesn't mean I pronouce them as bad.
If I expect Faraxis to tailor-made especially for what I expect, then I wouldn't have asked for options. I do care about different taste and opinion from others.

Revise my first 2 posts, my intial intention is to request improvements on 5 issues. I have never request for a total removal for things that I don't like (but people like you might), I just want them to be optional. FYI, the army issue is not one of the 5, it just pop out along the discussion, so as the game editor.

"don't blame KFC for not offering you a good Bami Goreng"
I don't, but I will blame them if they ask me to cook the chicken on my own. So stupid quote like the above won't have come from me as well.

I agree and understand what you try to elaborate on the need of game editor. Still, I am requesting more options in the game itself for those who are reluctant to spend time on creating or even download mods.

I recall I have played different styles in Civ2, peaceful way, brutal way, emphasize on wonder competition and so on. But my favorite is still the WAR way, conquer and build a large empire while building a Civ. And I find it hard and frustrating in Civ3:
1) The EXPLORE area is as good or better in Civ3
2) The EXPAND (and occupied) design is like **** :(
3) The BUILDING and managment side is OK.
4) The DIPLOMACY system should be an option
