I suspect that many posters do not demand tribute, either because they don't know how, or they don't know how much they have to gain. Here are a few rules of the game:
1) You must be on the same continent as the victim.
2) You must be equal? or stronger than the victim, with supreme, you can demand tribute of anybody.
3) The victim must have enough gold. I don't bother if they have less than
100.
4) The victim must not be hostile.
5) I think you need an embassy, but I would like confirmation on this.
6) After 1750 when the ai becomes more hostile, I have less success.

--They give you some (or all) of their gold
--They declare war.
I have noticed that if one civ gives gold, I will be successful with demanding it of the rest. I suspect that the random parameters are set for all demands given for that turn. Can anybody confirm this?
If you have lots of gold, some say you will be more successful, but I have not noticed this.
Also, when you capture a city, you might be over extended and want peace.
Even then, observe what the ai says. If they ask for a cease fire right away, you should refuse, and they will offer you gold or a tech. Accept this, and refuse the next offer for peace, so they will give you even more gold. If they demand something right away, I rarely give anything, and usually get peace.
