Demanding Tribute

I'm sure this has been discussed here before but I'm having trouble searching for it on the forums.

What's the trick to demanding something from an AI and actually getting it. In my current game I have a large army from the Industrial Era on the border with Japan who only has a few units from the Medieval Era and I can't even get 100 gold out of him. What does it take to get a civ to give you something?
 
I think they have to be showing "They are afraid of you" if you actually want the tribute and aren't just demanding it to <beep> them off.

Massive military superiority.
 
If you have a huge army right next to them they won't argee because they think you will dow them.
 
Not really.

One game had me on a different continent than the Incans, yet the Incans were afraid of me and my tech-superior armies. So I wanted to trade Open Borders with them... they flat out refused. Ok, I switched to demand mode for that Open Border...

Diplomacy definitely needs a re-write when/if they develop Civ6. The tribute issue is definitely a factor. Recently I pummeled Siam, tooks 2 cities and wiped out all but 2 units of their military. For the sake of not getting the 'warmonger' debuff I ask for Peace. Since they had nothing much to offer I requested 50 gold, they refused. I tried 30. nothing. Considering they were thoroughly defeated and facing near immediate annhiliation, I would think that 50 gold would be a logical concession.

Basically the game needs a more logical risk/gain analysis.
