Denying access to resources

Is there a way to block a nation's access to resources without starting a war?

i.e. if I fortify my pikeman on the Iron in their territory, do they still get Iron?

Playing Multiplayer at work, where it's getting stupidly beardy in terms of exploits, looking for a sneaky way to catch up...

If you spot resources early on in enemy territory you can fortify a scout/warrior on that tile to deny them getting it. This is considered an exploit and banned in GOTM.

If you go to war then you can send a defensive unit to stand on a resource and deny it to them, yes. Access to the resource is only denied whilst you are at war though. Naturally you can pillage the road to deny them the resource once peace breaks out and so long as your unit sits there they can't build a road to it.
 
hmm that's a shame, I think rich will notice if I pillage the road through his one horses and one iron. And he's got LOTS of knights and pikemen stacks near my borders, I've only just got my ansar's building up, and not enough pikemen to protect them (France vs Arabia Vs India Vs Germany Vs Greece, France is the only one near me that's a threat, and he's about to get Navigation while I'm only just working on engineering...)
 
Sounds like you're finished.

Build loads of Military and go to war quick, if you are falling behind now you need to expand or you won't have a chance of catching up.
 
I need to make contact with the greeks, they're way ahead too (France started as AI, then Rich took over) and I have the great library, if I can get to the greeks before I learn education, I'll leap-frog up to Rich's level.

Only my damn galley's keep sinking.
 
Rich didn't notice me pillage the iron, or capture 4 workers. But he did notice me take out a stack of knights with my Horsemen.

I'm currently rushing ansar's up to the border to re-enforce a couple of big stacks of horsemen who are picking off the few knights in his area and taking out all his workers. Most of his military is tied up fighting the Germans (who are AI and very weak). With a bit of LUCK, I can kick all the small stacks of military on his territory, deny him Iron, Horses and Saltpeter (which I can't see!) then use the Ansar to take out his big stacks and start to mop up his city which are pikeman defended, once he can't build any more pikemen. He's already asked "What do you need to build pikemen?" so at least that was his only Iron.

I asked the same question earlier, not realising I didn't have the right science advance to build them. Now it's the iron stopping him.

I'm not looking forward to taking the indians out. that's going to be very hard.

Being at war and standing on the resource does not deny the resource. They just can't work the tile. Only pillaging (or not letting them connect it to start with) denies resources.

To block them from working the tile and asking you to leave or declare war, sign an ROP and then fortify on the unroaded resource. Of course this works better (although forbidden) against AI, it should work against people until they get ticked off and break the ROP and declare war.
