Desert Tiles & Production

So one of the things I'd be interested to hear peoples view on are deserts. Civ 5 had no base yields for deserts.
Not only does this make them useless but even if they have a resource eg stone it's improved yield is often still worse then working a hill tile. This doesn't make much sense because deserts have some of the most valuable mineral deposits on the earths surface but they are often lacklustre because they don't have a background yield to prop them up.

I think this is a mistake. Deserts can actually have quite a variety of useful materials even if they are not high value ores.

Relative to civ 5 I think deserts should have the same base productivity as a plains tile. For instance they may contain sand which can be very useful for making cement or mortars. They can also be a source of stone. Accessing the earth can be easier because of the lack of vegetation.

This would make desert luxuries like incense a bit less painful to work (at least you are getting a base hammer). Not enough to make them valuable in the early game but at least once the tiles are improved by workers they'll their weight a bit more.
A wonder like Petra would simply reduce desert bonus to +1 food so it makes Petra a bit less of a all-or-nothing desert wonder.
