Recently when playing the babylonians I came across an odd strategy for them. Up until end game I made sure I had lots of workers to create farmland and mines. While doing this I kept myself in a despotism. That ability to hurry production by killing people really helped. I would pack every city I had with as many culture generating things as possible and watch the other civs rebel to join me en masse. (Believe me I conquered half the map this way). Also, I never lost even 1 city due to cultural issues as I repeated the process with every city I got. Those grew quickly and started absorbing new citys quickly. I used my saved money to buy goods and friendships preventing any kind of war.
