The best way to enjoy the World Congress in Civ5 and Civ6 is to use a mod that removes it. Between Civ5 and Civ6...I truly, deeply hope we never see that system again.
It could have worked in Civ 6 if they made it to where the person who won the most diplomatic points previously got to at least choose one of the proposals. I'm not sure how it would work for Civ 7 especially with the ages. I assume World Congress would be Modern only, but Exploration would need something too. I could see Antiquity counting up the number of independent powers you control.
Sid Meier is 71 years old. I don't know how old is Ed Beach, but considering he started higher education in 1981 on his Linkedin, I assume he's over 60 years old as well. Firaxis needs some fresher blood experimenting new ideas in spinoffs to see what would work and eventually integrate them later in a future Civ.
I don't want to sidetrack the conversation, but I don't get this opinion. Why? You get to literally influence the game with your political power, change the rules however you like. Could use some really good refining for sure to make it really in-depth, but otherwise is fun.
Anyway the main point is, none of the games are made strictly old by the newer games.
If you don't like Civ5's Congress you can at least say that Civ5's leader screens and detailed leader interactions are far better than 6 or 7.
Therefore, none of them are made obsolete by the latter games.

I love civ 4, but couldn't get into this one. Maybe because I never played the original colonization. I should probably give another try one of these days, but unlikely that will happen soon.
As for Civ 5 having the best world congress, I just have memories of embargoes against me, and that's no fun. Maybe I was being a warmonger, I don't remember, but I think even in peaceful games they aligned against me. Usually they just embargoed a resource I needed. At least civ 6 didn't feel as much like they were ganging up against the player. Civ 6 was just so irrelevant that I ignored it most of the time.
Not at all. World Congress ruined both games for me. It's just a mechanic for the AI to try to screw over the player, and in Civ5 specifically you have to alter your entire strategy to seize control of the World Congress, even if it's not otherwise in your interest, just to keep the AI from banning Crabs. They're not just unfun; they're anti-fun.
I have to disagree with this too. The lighting in Civ5's leader screens was superior to the flat white lighting in Civ6 and Civ7, yes, but Civ6's more dynamic leaders were a huge upgrade otherwise. Civ7's...I appreciate the more detailed view of the leaders, but overall they do feel like a bit of downgrade from Civ6. Now, if you'd like me to find something to praise about Civ5...its UI was lovely. That feels especially relevant at the moment, but even in comparison to Civ6's decent UI, Civ5 had a really beautiful UI.
