Did they ever fix the ninja bug?

I did a search to find an answer for a problem I am having in the otherwise excellent Shogun Conquest and found someone reporting a bug about the same thing back in 2002. This is the problem:

Enemy AI Ninjas can attack your cities during peace (as they carry no nationality) but the human player cannot attack opponent cities during peace with ninjas. Pillaging and hitting units in the open is fine but for some reason Ninjas can only attack enemy cities if war is declared.

Does anyone know if there is a patch or something that fixed this? (I purchased my copy of Conquests only a few weeks ago).

Nope. In C3C 1.22, I still could not attack enemy cities with Ninjas... And I was counting on that too...

Well I have to say Shogun was shaping up to be the best of the conquests by far for me and then this 'ninja hitch' has just spoilt that. I can't believe that after nearly 3 years, or however long it's been, that this bug is still there. Booooo!
