Dike working as it should?

Just wondered if the Dutch UB dike that replaces levee are supposed to be able to be build in all citys, even those not next to rivers, seems very powerfull

Well I cannot build it in all cities

I can build it in all coastal cities, and all cities I could build a dam in, but it cannot be built in cities that are land locked even if they have river squares, if the actual city isnt on the river.

I must admit that the +1gold and +1Hammer that a dutch costal city gets after dike is built might be overpowerful, but I play on Marathon, and Im only in the last stages of my first game. But I do love my Inland lake Dutch Cities
