Diplomacy Issue

I'm playing Civ II TOT, and current at 600AD as a Celt civilisation. I've crushed one civilisation (right at the start, they were in the way) and about to destroy the Germans. However the Spanish seemed to be pissed off with me, even though I have not attacked any of their cities and have been trading goods with them for a while.
Everytime I want to talk to them, they say that they are too busy. I don't really want to start beating up the Spanish until I've destroyed the main German cities, and it could be useful having the Spanish helping me, since the Germans had destroyed some of their cities.

Is there anyway of forcing a civilisation to love you, or at least speak to you?
 
Maybe offer him some money...? ;)
 
At Deity, THEY ALL HATE YOU, even if they are allied with you and have been for a thousand years. Just Ignore that Enthusiastic nonsense, the computer civs are planning to knife you...

Otherwise, you might have nothing that they want or you keep bugging them by trying to talk to them every turn. Give it a few turns and try again.

Failing that, nuke them!

Nah, I'm the most powerful Civ in the game, so I'd rather be paid for being a generous Civ than give a soon-to-be-dead Civ money :)
I think I'll use the scorched earth policy against them if they don't jump in line.
