Used to believe that the top two scores were the countries choosen when it came time for the UN vote. Found out tonight that wasn't the case. Anyone know how this is decided.
I always figured that it was chosen by the strongest nations in the power section of the Histograph. I think that is the case but i am not entirely sure.
From what I have seen in my games, the two chosen are always the builder of the UN for the first. the second is the largest civ that didn't build the UN. In other words, if you are the 3rd largest civ but you build the UN, then you and the largest civ will be the candidates. OTOH if you are the largest and get the UN, then the other candidate will be the 2nd largest civ.
I'll have to keep checking back till we get some consensus. Although it should still come pretty close to the largest civ and the UN builder most of the time. Want to know cause once the UN is built, its a great time to get mutual protection pacts with everyone, and attack the person who will be running against you. Seems to help gain some votes
