Diplomacy: Settled to close....

I'm not sure if this is a bug or not.

I received a settlement from Fred in a peace deal. Then Confucious gets -20 Settled to close to another Civ's capital.

I didn't settle that settlement. Either the wording is wrong or it's a bug.

I settle one other spot but it was 17 tiles from Cháng'ān and 13 tiles from Handan.

Confucius didn’t get -20
The Relationship (2 way) between you and Confucius got -20

The relationship isn’t an AI behavior indicator, but it is an indicator of how hard/easy it is for either of you to do diplomatic things (War, Open borders, Sanctions, Endeavors, etc)

Does getting a settlement in a Peace Deal really count for this negative modifier, or is this a bug?

I thought you were saying it was one Confucius had settled near you.
I would imagine it would include those... in which case it shouldn't say
"Settled to close to another Civ's capital" instead it should be
"Settlement to close to other Civ's Capital"

They do need to either change the bonus or the wording.
