diplomat problem

I could not turn my spy into a diplomat when I move it to another civ's capital.
I obtained my first spy because another civ reached renaissance before me. Do I need to be in the renaissance era to make a diplomat?

yes, warsaw for poland. I tried sending my spy to another capital but to no avail

nevermind.. it seems a mod i'm using is conflicting with my game
