Diplomatic Options

how would i go about adding stuff to diplomacy? like adding in an option to demand that your rival cease building naval or armor units? or like when you scroll over the leaders name, can you add something that says "-1 Your navy is too large"?

I believe the answer to your question lies in the SDK.... Maybe you can do it with python but I doubt it'll be pretty. Cool idea, though!
