These just seem to be broken/ nonsensical. Please fix or remove.

A) Troops on boarders.
1) It doesn't make a lot of sense that the AI will crack the shits if I go within 2 hexes of its boarders. So in effect its boarders are 2 hexes further out.
2) AI will offer open boarders, then crack the shits. Open boarders should negate this objection.
3) Objection should not apply to scouts, unless you can fix it so that auto-exploring scouts won't break the promise.

B) Settle too close.
This is simply asinine. Presumably because it is applied to boarder expansion.
The AI came and settled near my capital. Then my capital's boarders expanded and the AI *****ed. Not understanding I promised not to settle near him, but then presumably my boarders expanded again, and I got busted for breaking a promise.
