Diplomatic victory question

I have Civ3 PTW and I'm trying my first game with the diplomatic victory option checked. I'm not sure how the whole election thing works. I've searched around the forums for quite a while but can't find an answer to my specific problem.

Around 1400 AD the Indians built the UN but it has been almost 300 years now without a vote. I have contact with everyone, the highest population, and the second most land area. From what I've read while searching it sounds as though I can either call the meeting or the AI can. I haven't seen an option anywhere for me to call a meeting so I thought I'd just wait until the AI did but I've been waiting 300 years. Something doesn't seem right. Can anyone tell me what I'm missing?
 
They are probably unpopular and have decided not to have a vote.
You can only call the vote if you built it.
 
usually every 20 turns or so a little pop up comes up asking if you'd like to be a candidate for the un thing (can't remember what the title is called). Then you have a chance to vote for who you want. I think if it's been taking that long there is something wrong with your game. Maybe you could start a new one with diplo victory and see if it does the same thing.
 
And the non-owners never receive a message if the AI owner decided not to run an election. Only solution is to capture the United Nations. If you're the biggest nation it shouldn't be a problem (although the level at which you play can keep you off).
 
Thanks for the answers. I'll try taking the city that has the UN and call a vote. I've pretty much stayed out of war except at the very beginning when I attacked the Ottomans and I made sure to destroy them so they couldn't vote against me later. All of the other civs are constantly at war with each and polite with me so I should be alright without the Indian vote.
 
And get military alliances against India. There's nothing like a common enemy to make them love you.
 
Captured the Indian city with the UN and the next turn it asked if I wanted to hold a vote. I won easily. Myself and Carthage were the only two civs eligible. Carthage voted for themselves, Russia abstained and even India abstained. Everyone else voted for me. Thanks for the the help guys.
 
Nice to hear although you would expect India to vote against you ;) .
