Direct IP - can't declare war

I was just playing a game with a friend vs 2 AI opponents. We had permanent alliances, us 2 vs the 2 AI controlled players.

We were at war and took some cities and signed a peacy treaty to be able to regain combat strength to finish it once and for all. I signed peace with the french and immediately had peace with the germans aswell - I assume that's logical with permanent alliances.

But then the bug occured. I couldn't declare war anymore! On the trading table with the french it said "Peacy treaty 10 turns" and gave the message I couldn't discuss that. So I waited a few turns but it still said "Peace treaty 10 turns" and that I couldn't discuss the peace nor could I normally declare war. I asked him if he wanted peace - although we already had it - he accepted and in the table there now stood "peace treaty 10 turns" twice.

There must be something wrong, wrong enough to make me quit the game. Anyone else had this!?
 
I know im extreme necro-posting this but i have the same issue, also with napoleon and its driving me crazy
 
in the setup screan for making the game before Luanching, did you have checked... Permanent Alliances established, or what ever that option says... if you had that checked, than once in the game, once you establish an alliance with another civ, its auto-permanent.
