DirectX installation trouble

I recently purchased Civ4 and attempted to install it on my computer. Although the game itself installs without trouble, DirectX refuses to install, citing that "a cabinet file necessary for installation cannot be trusted" (exact quote, that's all the message says). I tried installing DirectX off of the Windows website as well, but no luck. The components downloaded, but could not be installed.

I've been a big Civ fan but not much of a gamer otherwise, so I have no experience with DirectX and therefore I am not sure where to start looking if I want to find this cabinet file.

With my fingers crossed, I tried to run Civ4 anyhow, but apparently I can't because something's wrong with D3DX9_26.DLL (I don't remember the message exactly, it might say that I don't have a D3DX9_26.DLL file at all. I think it's related to DirectX, but as I said, I don't know heads from tails with DirectX). If it'd be useful for me to post this exact error message, I will.

This isn't really a Civ question, but I was hoping that someone here had enough experience with DirectX that they could give me a hand by telling me where to look for this cabinet file, or mentioning anything else that might lead to the installation of DirectX and/or the playing of Civ4 (the anticipation's killing me!).

Before I give up on finding a solution in these forums I'll bump this thread once so more boarders might see it.
 
With the "cannot be trusted" issue - aren't you given an option of installing anyway? You need to install the version of DirectX9.0c that comes with the installation CD, because it has extra files that the download version from the M$ website doesn't have (D3DX9_26.DLL, for example).
 
To reinforce the above - the trusted message occurs because it cant detect a MS verification signature. To get that companys have to submitt the software to MS for testing- expensive, and long, can take up to a year. Most companys dont have time for that nonesense. Therefore most Windows software is not so called Windows verified. If given the option just click "ok" or similar and let it install.
