Disabled Scout Gifting?

So in my current game, after I built and gifted 2 scouts in a row to a CS, I am no longer able to build Scouts. I did not see this in the patch. Glitch, or did I miss this? I actually like the dynamic, as it stops the scout build/disband or gift exploit.

Scouts become obsolete after a while. Not sure exactly when that happens but it wont let you build them after that point.
