Modifying xml of modpack (weirdly) don't work. It should work if you modify it before creating the modpack.Neither appears to work in multiplayer. I found replacement XML in mod folder and corrected those values there, but no changes.
in this thread, they propose two solutions, I don't know how to incorporate them in multiplayer, since I have no clue about modpacks etc., but they are XML edits:
1)
open
assets\Gameplay\XML\GameInfo\CIV5Projects.xml
change the MaxTeamInstances of manhattan project from 1 to 0
2)
in the same file,
set <AllowsNukes>true</AllowsNukes> to false.
(2nd solution is not confirmed in this thread)
