Discovering new continent not activating boost for Foreign Trade

I've noticed this a few times in Rise and Fall that discovering an extra continent doesn't cause the alert to show up on the right and you don't get the Foreign Trade boost (in this case I've actually found 3 continents).

Anyone ever seen this?

this bug occurs when your initial settler discovers new continents (there is no eureka or inspiration before your first city is found).
