Discussion about Unique Improvements and resource spawning on age transition

Someone recently pointed out to me that UIs will block resource spawning. I have been spamming them in my current game and I'm wondering how much of an effect this has had on my game. Anyone have any insight?
 
If I remember correctly, by default resources on age transition are generated on previous resource spots. If for some reason it doesn't work, they pick available locations with a lot of limitations. I don't remember where the code lives, so I can't check now, but it's quite likely that UIs block the tiles together with urban districts.

There defeniately is some sort of algorithm, I had one empty spot near my capital that I just never ended up using for anything, and that very spot eventually became a resource in Modern.

I have no idea, but it wouldn't surprise me if basically they tried to have a set number of resource tiles on a map, and it tries to fill the current spots first. The problem comes when one spot loses a resource, someone else needs to gain, so empty tiles have a bigger chance than others. They don't tend to add too many within settlement borders either, so those neutral zone spots get more of them.
 
Are there any cons to building a Unique Improvement on a rural tile?
Afaik, the yields stack between the base (Farm, Clay Pit, Mine, etc) improvement and the additional improvement (Great Wall, Poktop, Monastery, etc), I guess on Age Transition, there's a chance that a rural tile will become a resource tile, but I think it's not worth playing around that so no,m I don't think there's any cons.
