District not showing up besides adjacent to City

I created a new district that uses the City Center art assets but the district only shows up if I place it next to the CC that builds it. Anything built 2 or more tiles out don't appear. Strategic View icon will still show up, however. I'm at a bit of a loss for what to do from here.
