DLC didn't come through in Steam Gift

Ok, here's what happened. I used my step son's Steam account to link to civ V when I first bought it. I also used step son's steam account when I downloaded Gods and Kings. For personal reasons, my step son wants me off his account. So, I created my own Steam account, and he gifted me my Civ V and Gods and Kings. Problem is, the only DLC I got was Mongolia. The other civs are not in the game. I go to DLC and click on all the Civs, but when I hit "ok" they still don't show up as choices. What, if anything, can I do about this?

I assume you accepted God and Kings? (btw, you should've got him to buy you the Gold, it would've been more beneficial)

I assume you simply have no God and Kings civ in as that's the onyl other DLC (other than free Mongolia) that you should have.

I did not think that you can gift something that was already purchased and in use. It probably would have been easier to have just changed the name of the account unless his account had a lot of other purchased games.
