Odd-looking installation

I bought Civ V: Game of the Year Edition at a Goodwill store, for $1.99.
After "installation", the only thing I saw in my c/programs folder were three Steam-related folders/files, and nothing actually Civ V related. Is this normal? I know absolutely nothing about Steam, although I do have an account I've never used.
(Sorry if this has been answered elsewhere, I didn't see anything in the various FAQ's.)

You can only get Civ 5 via Steam or download from App Store. There is no "disk" that you actually own as a physical object.

I quit Steam and only play offline via the app, which I think is also available via Google Play or similar portal.

Steam has almost zero customer service, but Aspyr will respond to you if you contact them.
