I'm trying to figure out how I unlock the other levels, the other abilities, of the governors. Currently I only have the first two levels unlocked. Is it a matter of technology or Civic research?
This.Mainly advancing in civics, though some other sources (wonders, ancient ruins, great people, goverment plaza buildings) exist.

Bear in mind that generally, you get a couple right at the beginning, a short break, then a burst of a few, then none for ages. Towards the end there are a couple, but a lot of the titles will be unlocked by running Future Civic over and over. Obviously, GP etc ae ignored in that timeline and can occur any time, but then bulk of title come from the Civic tree and follow that pattern.
Do any of the smaller dlc have more governors? Are there more than 7?
Huh, interesting. It felt like there was more of a gap in the middle.You post inspired me to count the gov-titles per age in the civ tree:
Ancient = 2
Classic Era = 2
MA = 2
Renaissance = 0
Industrial = 2
Modern = 2
Atom = 0
Information = 3
Future = 0 (not counting the potential endless source of the future civic, if you are through it)
So you indeed have three gaps of an entire era (and the 2nd is technically even a bit longer, as the two Modern Era titles come pretty early)
I finally figured it out. In the picture I posted the governor ability at the top is a slightly brighter color of gold. I actually didn't obtain the next level yet. It was misleading that the level I had obtained and one that I need to unlock are almost same color and brightness
If you look at the screenshot, it shows Magnus' screen, not a Secret Society's. In fact, he doesn't even have the mode activated, judging by the fact that he's unlocked all the governors.So everyone misunderstood your question. You thought the promotions were locked.
That's actually how promotions work with Secret Societies. They are locked until you reach a certain era.
