Do I have to buy on Steam to get Babylon?

I just want to say, because I don't think anyone has noted this yet... whether or not your a fan of Steam, you will be using Steam, or you will not be playing Civ V.
 
Shame you missed the awesome deal that D2D had that gave 10 off of any 50+ dollar purchase

I got the Deluxe edition and the two future civilization DLCs for 50 dollars
 
From a modding standpoint, is it even possible to create unique buildings, unique units, and unique attributes to attach to a supposed unique civ? If not, DLC might be the only way to get genuinely "new" civs into the game.

I'm unsure what you mean. If you're asking what I think you are, then yes, it's very possible to mod-in a civilization that has a unique building, unit, and special ability.

Mod D not allowed? Ok the original leader file is not allowed? How about use Maya/Blender to delete 2 bones off the leader file and add in 3 of your own bones, redo the polygon count, delete some edges. So now technically the leader file isn't really the original DLC content file anymore.

Different polygon count probably has 5-10 less polygons, different bones structure (it lost 2 bones) and has 3 new bones.

the dds texture file not allowed? sure draw 2 extra lines somewhere in the texture file, they are no longer the same.
Or even more, save the file as JPG, a million pixels have changed color, then resave it as dds.

Now upload it as a mod.

Music files are not allowed? - Use a mixer and remix it, it's no longer the same music.

Yeah, that's where it gets kind of fuzzy. A ton of people have been asking about this, but for whatever reason 2K does not seem to be addressing the question.
 
Well, steam offered to refund my Civ 5 preorder ....

However, I also nought it with the Star Wars offer that was on yesterday at £3.75, and they cannot refund the entire cart unless I repurchase that game first, and its now back up to £14.99 :(

So I'll just have to keep the Steam pre order and not get the double civ DLC for free :(

Well, I wouldn't worry. Doubt they'll be that expansive IF you really want to use them.

Afaik it's still unknown though if you can use these Civs yourself or as AI if someone who joins your game does not have this additional Civ.
