Do I need the copy tool?

I'm mainly one for altering graphics, but recently I've been adding some techs and wonders. I'm using the 1.21f hacked editor to add wonders, but they don't appear in the game. Do I need the Copy Tool to make new working wonders? I've tried altering the pediaicons.txt, but nothing seems to happen.
