Do the map scripts hate me?

Latley i have noticed a lot of the map scripts that have been generated for are sparsley populated with luxuary resources and it becomes quite a struggle to find additional resources besides thoose that were found by my starting capital. So I was just wondering if any of you other fanatics have experienced this and if so how can I find a way to expand yet still keep my citzens in a state of euphoria (especially if I roll Gahndi).
 
Not having a luxury resource at the start capital and are, for me an instant regeneration of the map, though I have honestly never had that occur to me...
 
I'm usually awash with luxuries but have trouble finding anything else other than that. I frequently end up with no strategic resources at all, while I watch as my technologically backwards neighbor builds farms over his uranium tiles.
 
My biggest pet-peeve is rivers. Starting not next to one or not having enough nearby. If I felt like a harder game, I would change the difficulty, thank you very much *re-roll*.

It does feel a little too random, where one civ gets multiple benefits (luxes, strats, AND river) and another none at all. Sure, it makes sense that there are some "have-not" civs that war with the "haves" for their land, but if the "have-nots" don't even have a leg up on army production, they're kinda stuck. Just my $0.02. And yeah, there is the strat balance mode, but still.

Usually when this happens, you will find multiple tiles of the same luxury resource close by. In these situations, I will usually settle near these, and sell of the extras to friendly AI civs. That money can be used to by CS influence to gain happiness. Also settle near horses, and build circuses for maintenance free happiness. Any map with a shortage of
luxury resources, usually provides other opportunities to find happiness. Also search for
natural wonders, and choosing the right social policies can help in these situations.
It's much more fun, and a challenge on maps of these sorts, and when you finally win it is much more rewarding. Instead of re-rolling I would suggest trying to find these other methods of happiness. It's definitely do-able.
