Do They Ever forgive you for nuking them?

I mentioned this in another thread recently but it was kind of off subject, so I'll ask again. In a recent game, I was cheerfully building my spaceship well ahead of the others( who either didn't have space flight, or weren't bothering, my spies never reported to the end anybody even starting a component. I was the Japanese on Regent. The other remaining powers were Iroquois on the south of one of my continents (I had another, originally the Babs to myself). Zulus and France were on another continent. the French were my allies and we had a mutual protection pact, the Zulus were comfortably accross a nice wide ocean. All were pretty equal with me first among equals and, unless you're the Zulus doing very well against anybody else would require incredible persistence Humming along peacefully, the Iroquois suddenly attacked and I kicked their butt and kicked their butt and took city after city, but as I was on my seventh or eight component, I just wanted to be left alone, but they wouldn't even talk to me, despite the butt-kicking they were getting. I toyed with unleashing my whole nuclear arsenal on them (only six nukes, built only for deterrence without any thought of using them) in hopes of finally discouraging them. The thing had gone on so long I had had to switch to Communism to keep any cities operating at all and wanted to go back to Democracy.

I know you gotta hurt the AI to get it to quit, but is there a point where they get so steamed they never give up (i.e. six nukes, including say an ICBM on their capital)? They lacked space flight and even rocketry and could not have retaliated in kind before I got the spaceship built. Would I have had to remain on communism for the duration fighting off an impotent but furiously persistent enemy?

Incidentally, in the whole six thousand years, I never did a thing to them. Had only had one war and they attacked me--I had other fish to fry at the time and it was a relatively unspectacular standoff. I even gave them a city once and they were gracious for a while (it was off by itself on an island and was proving a pain to develop). So wasn't any history for the ole long-term AI memory to brood on.

As I said at the beginning, would nuking them have made them stop or would it have made them eternal enemies?
